Graduate of United States Naval Academy. Rear Admiral. He was in command of the cruiser USS Chicago en route to Midway when Pearl Harbor occurred. In 1942, he became Deputy Chief of Staff to the Commander in Chief, Atlantic Fleet, and in that capacity he later served with Allied Force Headquarters during the preparation for, and the invasion of North Africa. In May 1944 he was assigned duty with the U.S. Naval Forces, Europe, and served at Supreme Headquarters Allied expeditionary Forces prior to and during the invasion of Normandy. Returned to the Navy Department and served one year as Deputy Chief of Staff to the Commander in Chief, U.S. Fleet. Received the Legion of Merit.
