Vice Admiral. He served as commander of Eastern Sea Frontier and had the task of sweeping the stretch of the Atlantic between Nova Scotia and Florida free of enemy submarines. For his successful service against German U-boats, he was decorated with the U.S. Navy Distinguished Service Medal. In April 1944 he was appointed to the Naval Court of Inquiry to investigate the facts surrounding the Japanese attack on Pearl Harbor. In June 1945 he assumed position as Commissioner of the Red Cross for South Pacific areas.
