As Postmaster and ex-official Mayor of El Toro, he spearheaded the drives for war industry materials. With his wife, Lois H. Osterman, he coordinated the establishment and operation of the Air Watch System. His Post Office also handled masses of El Toro Marine Mail during the first months of its establishment in 1943.
