Employee of the Engineers in the Panama Canal Zone from August 1941 to July 1946, helping supervise a large construction project to improve existing fortifications and build new aircraft, gun batteries, and searchlight positions throughout the panama interior and coasts; he represented the Engineers in a group of offices from other units headed by a staff major general at the February 1946 ceremony turning over the Salinas, Ecuador Airport to the Ecuadorian government.
